Proliferation financing — the financing of weapons of mass destruction and their delivery systems — is now a stand-alone FATF Recommendation and a growing focus of Canadian sanctions and AML supervision. Russia, Iran, and DPRK regimes feature prominently in proliferation typologies. This course equips compliance officers, sanctions analysts, and trade finance teams with an understanding of proliferation financing risks, the front companies and dual-use goods patterns to monitor, and how to coordinate sanctions and AML controls in response. It is calibrated for both financial institutions and non-financial businesses with international exposure.

You will learn the FATF and Canadian framework for proliferation financing, the typologies and red flags most relevant to Canadian reporting entities, how to coordinate sanctions and AML controls, and how to file STRs and disclose to OSFI/RCMP where required.
