An effective whistleblower program is one of the most important early-warning systems an MSB can have. The PCMLTFA contains protections for individuals who report contraventions to FINTRAC, and the Criminal Code and various employment statutes protect employees who report wrongdoing in good faith. This course explains how to design, communicate, and operate a whistleblower channel that employees, agents, and third parties trust. It covers anonymous and identified reporting, intake and triage, investigation, anti-retaliation safeguards, and the recordkeeping expected of a credible program. Learners are walked through realistic scenarios — from a teller suspecting an agent of structuring, to an accounting clerk who notices off-book commission payments — and shown how a properly-run channel would respond.

You will learn the legal protections available to whistleblowers in Canada, the obligations of an MSB to maintain a usable internal reporting channel, how to triage and investigate reports objectively, and how to prevent and remediate retaliation. You will also learn how FINTRAC's voluntary self-declaration process interacts with internal whistleblower findings.
