Sanctions are one of the highest-risk areas for any MSB. Breaches of the Special Economic Measures Act (SEMA), the United Nations Act, the Justice for Victims of Corrupt Foreign Officials Act (JVCFOA), and the Freezing Assets of Corrupt Foreign Officials Act (FACFOA) are criminal offences and trigger immediate freeze and disclose obligations. This course gives MSB compliance officers and front-line staff the practical skills to screen clients, counterparties, and beneficiaries against the OSFI Consolidated List, the UN 1267/1988 lists, and Canadian sectoral measures, and to manage true matches, false positives, and dual-use goods or services exposure. Particular attention is given to high-risk corridors and sanctioned regions where MSBs commonly transact.

You will learn the structure of Canada's sanctions regime, how to operationalize screening in onboarding and ongoing monitoring, how to investigate and disposition alerts, how to handle a true match (including freeze, disclose, and reporting to RCMP/CSIS and OSFI), and how to manage sanctions-related correspondent banking and partner relationships.
