Many MSBs are also Payment Service Providers (PSPs) under the Retail Payment Activities Act (RPAA), supervised by the Bank of Canada. Registration, operational risk and incident response, end-user fund safeguarding, and ongoing reporting are all required of PSPs that perform retail payment functions in Canada. This annual training keeps owners, compliance officers, operations, and technology staff current on the RPAA framework, the Bank of Canada's supervisory expectations, and how RPAA obligations interact with PCMLTFA requirements for MSBs that wear both hats. The course incorporates the Bank of Canada's published guidance and common findings observed during early supervision.

You will learn which retail payment functions trigger the RPAA, how to register and maintain registration, how to design and operate a Risk Management and Incident Response Framework (RMIRF), how to safeguard end-user funds, what incidents must be reported to the Bank of Canada, and how RPAA obligations layer on top of PCMLTFA.
